SUMMARY: Investigates complaints on violations of County zoning, land development, and building regulations for the Planning and Building Services Department; contacts and works with property owners to seek compliance; reviews building permit and development permit applications and verifies compliance with Comprehensive Plan and Land Development Regulations and County policies.

PRIMARY DUTIES AND RESPONSIBILITIES:

The job description is subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to, the following:

  • Investigates alleged violations of County zoning, land development, building code regulations, and other County Resolutions, which includes site visits and meeting with property owners, tenants, and neighbors.
  • Develops and presents reports of alleged violations to the Director of Planning and Building Services, County Attorney and Board of County Commissioners as appropriate. Prepares case files and initiates abatement actions when necessary to assure compliance with regulations.
  • Performs final inspection of building construction sites to verify compliance with approved plans.
  • Reviews and processes general planning, building, and grading applications for compliance with County Comprehensive Plan and Land Development Regulations. As required, prepares staff reports recommending approval or denial to the Planning Commission and Board of County Commissioners.
  • Supports the relationship between the Teton County staff and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.

MINIMUM QUALIFICATIONS:

Education and Experience:

  • Associates degree in construction technology, Planning, Law Enforcement, or related field, or equivalent
  • One year experience in building inspection, code enforcement, or construction industry

Required Licenses and Certifications:

  • Must possess a valid Wyoming/Idaho Drivers License and maintain an acceptable driving record.
  • International Code Council (ICC) Zoning Inspector certification is required within one year of hire; depending on the needs of the County, incumbent may be required to obtain additional technical certifications.

Required Knowledge of:

  • County policies and procedures, and pertinent State and Federal laws and regulations governing building and safety codes.
  • Principles and practices of the construction industry and building trades.
  • Principles and practices for code compliance, code enforcement, investigation and inspection methods; and public relations techniques in code compliance activities.
  • Methods, procedures, and techniques for evaluating technical compliance.
  • Methods and techniques of inspecting a variety of plans, buildings, and technical documents.
  • Occupational hazards and safety precautions in construction areas.
  • Records management and customer service principles, protocols, and standards.
  • Standard and specialized computer software applications, including Geographic Information System (GIS).

Required Skills in:

  • Interpreting and applying planning and zoning regulations and standards, State and Federal regulations, department standards, and County policies and procedures.
  • Reading and interpreting site plans, building plans and technical specifications, and checking details, estimates, plans, and specifications of projects.
  • Establishing and maintaining cooperative working relationships with co-workers.
  • Responding to public inquiries and providing information on departmental services, programs, policies, and procedures.
  • Providing effective customer service, resolving conflicts, and dealing tactfully and courteously with the public.
  • Communicating effectively and tactfully verbally and in writing.

Physical Demands/Work Environment:

  • Work is performed in a standard office environment, with regular trips to building sites.
