Job Title: Human Resources Manager 

POSITION SUMMARY

The primary scope of this position is the responsibility for managing the daily operations of the Human Resources Department. Ensures compliance with all applicable federal, state, and local employment laws and programmatic performance standards. Provides direction in the Agency’s personnel management system to meet the needs of internal and external customers effectively and efficiently.

ESSENTIAL DUTIES AND RESPONSIBILITIES

 

  • Interprets and assists in developing human resources policies and procedures for consistency, compliance, and efficiency relative to federal, state, and local employment laws and human resources practices.

  • Oversees employee personnel records to ensure legal compliance.

  • Supports communications of human resources and business initiatives, including benefit plans and plan changes, legal requirements, and compensation, as appropriate.

  • Collaborates with managers and employees to resolve employee relations issues; guides them to wise decisions, prepares/helps prepare and reviews corrective actions, facilitates involuntary terminations, and assists in administering employee appraisal programs.

  • Administers all human resources-related training.

  • Oversees talent management initiatives from employee recruitment to on-boarding; assists with the development and revision of job descriptions.

  • Maintains an equitable and competitive wage and salary compensation plan; conducts a wage comparability study periodically and assists with the development of organization compensation policy.

  • Analyzes data that may include turnover reporting, headcount summaries, exit interview data, and internal/external market data, and makes recommendations to management based upon analysis.

  • Responsible for helping to promote, model, and set standards of the highest integrity and confidentiality.

  • Ensures timely, fair, and consistent employee benefits administration.

  • Administers employee complaint and grievance procedures.

  • Supervises direct reports to ensure they are accountable for their respective roles and responsibilities; has thorough working and practical knowledge of the Agency’s Human Resources department.

  • Provides oversight to leave administration and coordination.

  • Manages labor relations; responsible for ensuring positive employee relations.

  • Co-facilitates the activities of the company’s Health and Safety committee.

  • Participates in professional development activities to maintain current knowledge of human resources rules, regulations, and practices.

  • Meets with Head Start/Early Head Start Policy Council regarding human resource matters based on guidance outlined in performance standards.

  • Ability to assume the role and responsibilities of Chief Financial Officer relative to the human resources function, if required.

QUALIFICATIONS

Education/Experience Bachelor’s degree in Human Resources or other related fields required. A minimum of seven (7) or more years of Human Resources Generalist with at least (3) years in a supervisory capacity required, or the equivalent in related work experience, demonstrating a sound knowledge of state, local, and federal labor laws and regulations. Demonstrated experience working with multiple departments, and the ability to handle sensitive, confidential information on a regular basis. Employee relations experience a must.

Communication Skills Must have the ability to read and comprehend intermediate to complex instructions. Able to write concise, logical, and grammatically correct written communication and the ability to write simple and clear correspondence. Excellent oral and written communication skills are necessary to interact with all levels of management, colleagues, and staff to ensure consistency and proper procedure implementation.

Mathematical Skills Intermediate math skills required.

Computer Skills Must be able to work in a computerized environment and have intermediate knowledge of Microsoft Office Applications including but not limited to: Windows, MS Outlook, MS Word, MS Excel, MS Power Point and MS Access.

Licensing/Certifications Professional in Human Resources (PHR) or Society of Human Resource Management – Certified Professional (SHRM-CP) certification a plus. Must have a valid driver license with required liability insurance for that vehicle in the employee’s name. Must be able to provide own transportation with the ability to travel to multiple locations.

The work environment is that which is typical of an office setting. The noise level in the environment is usually quiet to very noisy.
